Who exiled whom?
'Rashi': The Roshei Avos were exiled; the coming verse reveals that Na'aman, Achiyah and Gera exiled them (Ralbag - the other six Roshei Avos. Achiyah is Acho'ach.)

'Rashi': It is the name of a Medinah - "ha'Ro'eh Chatzi ha'Menuchos", "va'Chatzi ha'Manachati" (2:52, 54).
