Malbim: Moshe commanded to plaster the rocks and to build the Mizbe'ach from the rocks set up in the Malon (Gilgal). I.e. it is written in Sefer Devarim, which is attributed to Moshe. "Like is written in Toras Moshe" refers to using whole rocks, like it says at the end of Parshas Yisro.
