Why did Gid'on refuse to rule over them?

1.

Torah ha'Temimah (9:8, 5, citing Bereishis Rabsi 20:15): As long as people trust in Hashem and not in people, He is happy with them and they with Him.

2.

Malbim: You wanted me to rule over you due to benefit from me, and because I saved you. Both of these are due to Hashem. He will rule over you!
