R. Yosi (Sanhedrin 20b) holds that the king is truly entitled to all of this. Why did Navos refuse to give his vineyard to Achav, and why was Achav punished for taking it (Melachim I, Perek 21)?
Radak (15, citing Chazal): He may take the Peros of the fields and vineyards if needed 1 , for "Avadav", i.e. his soldiers going to war, and later he pays for them. He may not take the land itself. He may take ha'Tovim, i.e. the good Peros.
Tosfos (Sanhedrin 20b) #1: He may take for his servants, but not for himself.

Radak: He is always entitled to Ma'aser of the Peros. Radak (Melachim I, 21:10) - if he were entitled to the land itself, the verse would also authorize him to take houses!
