Malbim: It was established in the days of Ezra and Nechemyah; they returned from Galus Bavel and began to build the Bayis. He prays that this redemption should be permanent, and gives Hashem's answer.

Radak: This is wrong. Rather, it discusses [our] long Galus - "hal'Olam Te'enaf Banu" (verse 6). Also, it says about the return from Galus "Emes me'Eretz Titzmach" (verse 12). This does not apply to returning from Galus Bavel, for there were many sinners.
