Why does it say "ha'Yivada ba'Choshech Pil'echa"?
Radak: He repeats the matter again, like those who wail and scream. They repeat their words many times.
Malbim: Not only is it impossible for the dead to tell wonders to others - they cannot even know wonders that You do for them! The purpose of knowing them is to grasp Hashem's ability and virtue 1 .
Why is this unlike the purpose of telling the wonders to others, so others will know His Chesed and Emes? Perhaps 'others' refers to Nochrim; the wonders are done for Yisrael, to grasp Hashem's ability and virtue. (PF)
What is "b'Eretz Neshiyah"?
Radak: It is the grave, a place of forgetting; the dead are forgotten there - "Nishkachti k'Mes mi'Lev" (31:13).
