1)

What is the meaning of "Nisa Es Shlomo"?

1.

Rashi: He supplied him.

2)

How could Shlomo give to Chiram cities, and uproot from them Kedushas Eretz Yisrael?

1.

Malbim: He did not give them permanently. He only obligated himself to give to him each year 20,000 Kor of wheat and of oil. So he gave to him for 20 years (while building the ha'Mikdash and his own house), for Chiram gave to him as much cedar wood as Shlomo wanted. After the 20 years, Shlomo wanted to continue that Chiram will give Shlomo's need for gold and cedar wood, and in return Shlomo gave to him 20 cities in Galil, a blessed land. Each city needed to give 1,000 Kor of wheat and of oil each year.
