1)

Is it a Safek if they will raise their children?

1.

Radak: Yes - if they will have children that will escape these mishaps (death at birth, miscarriage during pregnancy, and sterility), and they will raise them.

2)

What is the meaning of "v'Shikaltim me'Adam"?

1.

Radak: They will die in youth, and not reach the age to be called Adam 1 .

2.

Malbim: This is one of two ways that they are inferior to Dor ha'Midbar. (a) If they raise their children, they are not at the level of Adam. They are disgusting from the womb, like disgraced, disgusting beings (e.g. vermin), since they did not guard their Min 2 at all, and fathered Mamzerim.

1

I know no source that 'Adam' implies mature. "Adam Ki Yamus b'Ohel..." (Bamidbar 19:14) applies even to a baby! (PF)

2

Perhaps he means that they did not control their sexual desires. (PF)

3)

Why does it say "Ki Gam"?

1.

Rashi: Also the fathers.

2.

Radak: Not only this (children dying before maturity), rather, in all their deeds will be a curse.

4)

What is the meaning of "Oy Lahem b'Suri Mehem"?

1.

Rashi: This is like b'Suri (in My veering) with a Samech. It is in the Mesores of words written with a Sin, and pronounced with a Samech. Radak - this is like it says "v'Histarti Panai Mehem v'Hayah Le'echol" (Devarim 31:17).

2.

Malbim: This is the other way that they are inferior to Dor ha'Midbar. Woe to themselves! Even the fathers, who were not born via Zenus, and they are included in 'Adam', and initially I was with them - I veered from them and cast them from My face, due to their evil deeds.
