What is the essence of Iyov's reply?
Malbim: He remained form that evil does not come from Hashem. Evil that comes on Tzadikim is from the Ma'arachah - the land was given to them. (a) Bildad said that Hashem's Tzedek would not hand over conduct in a way that allows injustice. Moreh ha'Nevuchim mentions that philosophers said that the physical world was made in a way that loss is inevitable, even for the Heavenly bodies! Some people are blemished, but they are a minority. We cannot complain if loss strikes one planet from a humongous universe, and all the more so if it strikes only part, e.g. a mountain, even if many people die. All the more so we cannot complain about one man's afflictions! Hashgachah would not allow this. Rather, Hashem's Hashgachah is only on the Klal of the world, but not on individuals.
