To which Rasha was the land given?
Rashi: To the Satan.
Malbim: Conduct of the Ma'arachah is evil. This is a metaphor, as if a virtuous king handed over conduct of the country to an evil ruler who conducted with cruelty. Refer to 9:24:2:3.
How are the judges' faces covered?
Rashi: They cannot perceive Emes.
Ibn Ezra: This is like "u'Pnei Haman Chafu." They cannot lift their faces.
Malbim: The evil ruler did not want the king to learn about his cruelty, so he covered the judges' faces, so they will not know about his evil deeds. The cries of people on the land about the evil conduct of the Ma'arachah does not reach the supreme Judge's ears.
What is the meaning of "Im Lo Efo Mi Hu"?
Rashi: If this is not true (it is not the Satan), who eradicates the pure?!
Ibn Ezra: Who will show that I lie?
Malbim: If the Ma'arachah does not make Mishpat crooked, who does this?! We cannot attribute injustice to Hashem Himself!
