Malbim: These are different. Pesayus is amidst lack of Da'as and Armah (astuteness); he is like a silly dove. Kesilus is lacking Chachmah due to the clamor of his desire. A Kesil knows the laws of Chachmah; sometimes he is a big Chacham, just his desire leads him astray. Eshes Kesilus knows and understands, just she is agitated via desire and the Yetzer ha'Ra. Eshes Pesayus "u'Val Yad'ah Mah" (does not know anything).
