Ibn Ezra: These are the years of Bayis Sheni. Malbim ? Bayis Sheni stood only 420 years, i.e. 60 Shavu'im! Here it counts also 18 years from when they first started to build Bayis Sheni; it ceased, and resumed later. It only counts two Shavu'im, but not the extra four years, which are a partial Shavu'a, There were three counts. (a) Seven Shavu'im until Koresh authorized building. This fulfilled Yirmeyah's Nevu'ah of Pekidah "l'Fi Melos l'Bavel Shiv'im Shanah." (b) Two Shavu'im (and four years) until they truly started to build in the days of Daryavesh. This fulfilled what Daniel found, that Pekidah will be 70 years "Lemale'os l'Charvos Yerushalayim ." That count began 18 years later ? the time between Galus Yehoyakim and Galus Tzidkiyah. (c) The 60 Shavu'im are how long Bayis Sheni stood.
