In the coming verse, Malbim says that from Uziyah and onwards, He warned them via Nevi'im of the decree of Galus. Presumably, also before He warned them via Nevi'im, just without the threat of Galus. (PF)

Malbim: Mitzvosecha are Bein Adam l'Makom. The latter are laws needed for civil life.

Malbim: The former is rejecting rebuke. The latter is refusing to repent after being punished.
