What do we learn from "veha'Yoshevim ha'Rishonim Asher ba'Achuzasam"?

'Rashi': The first who returned from Bavel settled in their inheritances - Yisrael, Kohanim, Leviyim and Nesinim. Some dwelled in Yerushalayim, like it tells. It says so also in Ezra (Nechemyah 11:3), and there it mentions Avdei Shlomo, who are omitted here. The names are basically the same; we can resolve the differences. It is easy to understand the differences in the numbers of Bnei Binyamin.

2.

Malbim: Now it discusses those who returned to Eretz Yisrael from Galus Bavel with Koresh's Reshus. The first who returned from Bavel settled in their inheritances. They made lotteries, and a 10th of the people were chosen to dwell in Yerushalayim.
