Rashi: Can one compare to You kingdoms of the nations, who form images of deceit.

Radak: Nothing joins with You. Since he said that "Your consolations delight my Nefesh" (verse 19), he says, I know that what You promised via Your Nevi'im is true. You are a true judge, and Your Kisei is Emes, unlike the thrones of kings of the land, which are Sheker. Havos is breakage in deed or thought. That throne cannot join with You. This is like "Lo Yegurcha Ra" (5:5).

Malbim: A Rasha who rules and sits on the throne and conducts with evil - the verse depicts that Sheker and breakage is the ruler sitting on the throne - can he join with You?!

What is "[Yotzer Amal] Alei Chok"?

Rashi: It is for a statute, that they must serve [these images].

Radak: It is its statute to do injustice, unlike Your statute of true Mishpat. Therefore, it cannot join to You.

Malbim: He establishes protocols of injustice, and writes them so they will remain statute, Mishpat and protocol.
