Radak: They used to worship the sun, moon and stars.

Malbim: They are the Heavenly legion. Goyim thought that they act with their own strength.

What are "Elilim"?

Radak: They are like nothing compared to Him, for He made them - "va'Shem Shamayim Asah."

Malbim: Their power is fixed and limited from their Creator. They do not act with their own strength. Rather, "va'Shem Shamayim Asah." He makes everything, and all is with His power and influence. He made Shamayim, and everything depends on Him.
