Radak: He will send a curse at the time of harvesting ? the opposite of the Brachah that He previously sent. Malbim ? this is to show that their afflictions are not via the Ma'arachah, rather, via Hashgachah. Until now, He stopped Shamayim from giving rain. They attributed this to nature and the Ma'arachah. Now He will give rain, and the land will produce, but when it is finished, He will take it, so they will know that it is via Hashgachah. They will see that even though "her lovers" (the Ma'arachah and nature) are to help her, they cannot help or save her from Hashem's hand.

What is the meaning of "v'Hitzalti"?

Rashi: This is always an expression of separation, like "va'Yatzel Elokim Es Mikneh Avichem", "Ki Chol ha'Osher Asher Hitzil" (Bereishis 31:9, 16). Radak - everyone who earns, [the coins] enter a pouch with a hole (he loses them). They will not have bread to eat, or clothes to cover their Ervah. Hashem will take back what He gave. Targum Yonasan is like this.
