Temurah, 17b: It precludes the babies of a Chatas and the Temurah of an Asham 1 from being brought on the Mizbe'ach.

What are the ramifications of the comparison of Basar to Dam?

1.

Pesachim, 77a #1: It teaches us 'If there is no Dam there is no Basar' - If for some reason, the Dam becomes Pasul 1 - 'the Korban is Pasul too', and 'If there is no Basar' - the Basar becomes Pasul - 'the blood is not sprinkled'.

Pesachim, 77a #2: It teaches us that, just as the blood is thrown (sprinkled) on the Mizbe'ach, so too, is the Basar thrown on to the Ma'arachah (the woodpile), to which end they left a slight gap between the ramp and the Mizbe'ach. 2

What are the connotations of the unusual Lashon "Tisa u'Va'sa"?

1.

Oznayim la'Torah #1: The Torah is saying that, since Yisrael are permitted to eat Chulin snimals outside the Beis-Hamikdash, it is relatively easy to take one's Kodshim to Yerushalayim - when one goes snyway on the Shalosh Regalim.

2.

Oznayim la'Torah #2 (according to the Sifri): The Pasuk is referring to bringing one's Kodshim from Chutz la'Aretz, and is teaching us that, in spite of the trouble involved, one is not permitted to bring one's Kodshim on a Bamah, but is obligated to take the animals and bring them to Yerushalim. 1

3.

Oznayim la'Torah #3 (according to R. Yehudah in the Sifri): The Pasuk is teaching us that the owner is responsible for the Korban that he brings until he reaches the Beis-Hamikdash.
